In the end, your simplest fastest fix may be to just use the recovery partition on the computer to completely re-install Windows and all of the factory crapware, which includes Starter.

Sounds like the installation is making it partway. To start with you probably should do a full uninstall, to cleanup that broken install. Shut down the computer then try to install again. Use method 2 in this tip to do a full uninstall. Using the Microsoftfixit tool seems to have removed Office Starter- it is not found in Control Panel Programs and Features or anyplace else.

I can’t try to reinstall it because there is nothing to install. I downloaded OfficeStarter. I installed Office from this executable file and it ran perfectly until early June.

Than it experienced the Microsoft Office has encountered a problem with licensing and will need to close syndrome. I don’t want to reinstall Windows.
